I posted this on another comments section, but I thought it’d be worth posting again here…a little off topic, but I think a good idea…
The campaign should get Ron on Michael Savage’s show (again, I think he’s been there before), maybe as guest host for the whole 3-4 hours. Savage is blackballed by the MSM the same way that Ron is, but still has the third largest listenership in the nation after Rush and Hannity. That would get Ron’s name out some more. I say as a guest host because then some people who might miss his segment if he were a regular guest would get to hear him. This campaign has not been a conventional campaign, so continue with some unconventional tactics and get Ron on The Savage Nation as guest host!

Most of the radio talk show hosts and the so called political pundits on TV have been war mongers far a long long time. They will lose credibility much sooner than they think if they have RON PAUL as guest in their shows.
Unless they think they would like to overcome that and save face, I don’t think they will bring him on their shows . But still it could be worth a try.

I just finished reading Dr. Paul’s weekly “Texas Straight Talk” email. This one was about the Trans Texas Corridor (TTC). Can you tell me where he is at on getting his bill regarding this moving forward in the House? Does it have a bill number assigned? Is he needing support from other Congressman? If so I will shoot an email to my Congressman via his website urging him to co-sign or whatever is needed. Is this bill applicable to the TTC only, or all such endeavors in the US? Hopefully it is written to cover the whole US. I know there is a highway proposal in my state that Cintra is involved in also. I would think it would get a lot more support if it is for the whole US.

What a great Congressman Paul speech. I also enjoyed the Killeen event that morning. A majority of us veterans are behind him, my vote for Congressman Paul was cast today and I will caucus on March 4th at 7pm as well. Educate others about Ron Paul!!!Vote Ron Paul !!! I was listening to KTSA 550 AM here in San Antonio, TX this morning on the way to work. Right after the 7:30am news, the host announced that he would break from what they were scheduled to talk about because they just got a call from Nader. He talked for a good 5-10 minutes about his platform. The show is conservative, but they gave him time and asked good questions.
I have heard only two radio spots and seen no TV ads for Ron Paul in the San Antonio area. I’ve heard that there have been a number of ads in Austin, where his support is strong, and in Houston. I can’t canvas all of south Texas, and I can assure you that many people get their information from TV and radio. Is there any way to please get Ron Paul to do some call-ins, just like Nader did this morning?

Only 8 days away from Texas, Ohio, Vermont, and Rhode Island. I hope these states are being bombarded with Ron Paul TV ads. We all know that is the only way to get to most of the voters. Most people have caller ID and won’t answer the phone if they don’t know the number that’s calling them. Also, many don’t check the internet and we know they aren’t going to be reading about Dr. Paul in the newspapers. (I am so tired of people telling me too bad he is out of the race). EVERYONE watches the TV - I hope those states are showing RP ads on TV! rEVOLution!

In the Cincinnati Ohio area I haven’t seen TV ads for ANY of the Republicans. We are being bombarded with ads for Clinton and Obama. I think the Republican candidates are strapped for cash and are spending it elsewhere.

Thank you so much Ron Paul. My husband who is a “captive audience” when he is in the computer room gets to hear Ron Paul speak quite often and has come to like you almost as much as I do! He pointed out that none of the candidates are talking about the cutting out of American jobs because of the scam of the Mid-Continental Trade Corridor as the Canadians honestly call it. I’d like to hear Ron Paul speak out more on that, the need to withdraw from the UN, get rid of the North American Union scam, stop outsourcing, destroying the middle class, disbanding our national industries like manufacturing etc.!!

EVERYONE of us can help with TEXAS. We can sign up as leaders and begin pulling call lists. We can start calling TEXAS voters to be sure they know RON PAUL is still in this to win. It sickens me to know that even in his home state there are still people who do not know who he is. That there are even those opposed to the NAFTA Highway, that do not know that RON PAUL is their only hope in stopping this travesty!!

Mass informational communication. Look up newspapers on line and in print; send a letter to the editor. Make the support letter short and offer further information at www.ronpaul2008.com. No needs to defend Ron Paul in letter just say you support him for many reasons that can be found on his web site. I am blanketing Ohio newspapers with a short story on defense letter of marquee and right of reprisal. Just look up newspapers in an upcoming caucus state on line, plenty of web site connections to papers. Just get going and spread the word and link to Ron Paul website.

I mentioned before about hearing of many ads in Austin and Houstin - in my opinion, it’s like preaching to the choir - Ron Paul already has much support there. It is a sorry state when the words of freedom and national pride, expressed by a presidential candidate of the United States of America, are supressed, twisted, and ridiculed by the media to protect the status quo. My funds are limited but I give to both Dr. Paul’s presidential and congressional campaigns because he believes in the same America I do. An America where everyone is free and treated equally. An America where everyone is held responsible for themselves. I want to know that America is striving to meet the goals of the founding fathers not the backroom boys. Anyone can sink to the level of those selling out the nation; it takes a patriot to stand for the nation. The battle will be never ending, freedom and equality will always be a goal. Why? Because the harder we strive to attain the goal they harder they fight to destroy it.

I couldn’t stand that noise, so this is the FIRST RP speech I stopped early.
Concerning hostile interviewers: if they think they are right they ALL should have Dr Paul on their shows and debate him. If he is such a crack pot fringe candidate, why not debate him? Why blackball him without letting the viewers make up their own minds? Oh, that’s right, THAT is not their job. Their job is brainwashing the masses to fulfill a more sinister agenda, why would they allow themselves to be trounced by the intellectual superiority and moral high-ground of Dr Paul?

Just a little FYI for whoever is planning to record future speeches with an airplane tooling around overhead. You can mic him directly for the purpose of recording, and use the podium microphone for the purpose of his speech. Without getting too technical the recording mic can be better positioned and adjusted for minimizing ambient noise, and it is way easier in post-production to minimize it further. With Dr. Paul using the same mic for PA and recording (if the audio wasn’t in fact recorded on the cam-corder) it is very difficult to clean it up later. Just my $0.02 since the airplane is both annoying and likely to be there again.

I voted for Ron Paul in the primaries. That was the day that I truly felt like an American. Now I see that people do not really look at the issues nor do they look at all the candidates views. They see a face on television, they see a reporter interviewing a man for president, and they presume this man will win, and people fall for it. I just don’t get it. Maybe I’m wrong and the other candidates have great policies, and people don’t look at a candidate and just think “he looks like he’ll be a good president”, but I don’t believe that.
I’ll vote for Ron Paul, if his name is on the ballots, because I don’t see myself voting for anyone else. I realized I’ve been apathetic because I never truly felt like previous candidates will change America and make it better. I’ve never voted, and I didn’t care. Maybe I’m brainwashed by everything because I’ve never seen a candidate give a straight answer, it’s always a long boring non-answer. Or maybe the elections didn’t mean anything to me because both candidates seemed so similar and never struck a cord with me. But this time, I felt it mattered, and I’m proud that I voted for Ron Paul. Keep on fighting Ron Paul. As everyone said. You cured my apathy, you made me become self-aware that I can help change things in America, and that my vote mattered. Maybe not to win a primary, but it sure mattered to me. I support the revolution.

God forbid it if you do not win the GOP nomination. But if you do not I am pleading with you now to run for 3rd Party. I completely understand and admire your commitment to your congressional district in Texas, but sir, I’m afraid that Obama or whoever will turn this country upside down. Therein lies the inevitable domino effect that I’m afraid will not be reversed…and if it is, it will be a very long time.

I was at the rally and the airplane was very annoying! Whoever is in charge of the airplane schedule at future rallies needs to have it leave the area prior to Ron Paul’s speech. It seemed like it made a tighter flight path right when he started to talk, what’s up with that? Hopefully they learned this lesson and won’t make that mistake again. I started voting as soon as I turned 18. I will be 50 a few weeks before the November elections. This will be the most important election I have ever voted in. No one I have ever voted for even compares to the man I want to be our next President. Ron Paul is that man! The devil is behind trying to keep Ron from that position because he would spoil what he (the devil) has been working so hard for. He is the father of all lies, deceit and corruption. Chaos and death are his joys. It saddens me that so many are being led to the slaughter house and don’t even recognize it. Ron needs not only our time, voices and contributions, but he needs our prayers! Maybe we even need to do an exorcism on all the media outlets! I know not all of Ron’s supporters are Christians, but the ones that are, pray long and hard in your meetup groups, etc. God works in mysterious ways, November is 9 months away. He still performs miracles too if we ask and believe in Him! God bless America and Ron Paul!!!!!

Dr. Paul is not going to be able to do it alone. He isn’t the perfect candidate and the campaign is not equipt to handle a national campaign. He needs everyone to put everything into the campaign. This is the Revolution and not just a presidential campaign, this means that each and everyone of us need to get involved and fight every single day. You must read and educate yourself on the issues. Know your facts and stick to them. Talk politely about the issues and spread the message. When people learn of the issues they will join you. The Foreign Policy is by far the single greatest divide in this country and within the party and as such the single most delicate issue. The discussions about Iraq must be carefully crafted. Try to steer the discussions to what matter most to the person you are talking to. That is how you get people to vote and become sympathetic to Ron Paul. Because his ideas are so diverse not everyone is going to agree with everything. The art of conversation is needed!! Good Luck and stand proud.

How about a petition on RP’s site where everyone “votes” for him for President identified by their email addy come election time to show the Nov. election is fixed when compared to it? It might have millions sign up on the petition when the “official” election shows only a few hundred thousand voted for Dr. Paul.

A BILL
To require the President to develop and implement a comprehensive strategy to further the United States foreign policy objective of promoting the reduction of global poverty, the elimination of extreme global poverty, and the achievement of the Millennium Development Goal of reducing by one-half the proportion of people worldwide, between 1990 and 2015, who live on less than $1 per day.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the `Global Poverty Act of 2007′.
SEC. 2. FINDINGS.
Congress makes the following findings:
(1) More than 1,000,000,000 people worldwide live on less than $1 per day, and another 1,600,000,000 people struggle to survive on less than $2 per day, according to the World Bank.
(2) At the United Nations Millennium Summit in 2000, the United States joined more than 180 other countries in committing to work toward goals to improve life for the world’s poorest people by 2015.
(3) The year 2007 marks the mid-point to the Millennium Development Goals deadline of 2015.
(4) The United Nations Millennium Development Goals include the goal of reducing by one-half the proportion of people worldwide, between 1990 and 2015, that live on less than $1 per day, cutting in half the proportion of people suffering from hunger and unable to access safe drinking water and sanitation, reducing child mortality by two-thirds, ensuring basic education for all children, and reversing the spread of HIV/AIDS and malaria, while sustaining the environment upon which human life depends.
(5) On March 22, 2002, President George W. Bush stated: `We fight against poverty because hope is an answer to terror. We fight against poverty because opportunity is a fundamental right to human dignity. We fight against poverty because faith requires it and conscience demands it. We fight against poverty with a growing conviction that major progress is within our reach.’.
(6) The 2002 National Security Strategy of the United States notes: `[A] world where some live in comfort and plenty, while half of the human race lives on less than $2 per day, is neither just nor stable. Including all of the world’s poor in an expanding circle of development and opportunity is a moral imperative and one of the top priorities of U.S. international policy.’.
(7) The 2006 National Security Strategy of the United States notes: `America’s national interests and moral values drive us in the same direction: to assist the world’s poor citizens and least developed nations and help integrate them into the global economy.’.
(8) The bipartisan Final Report of the National Commission on Terrorist Attacks Upon the United States recommends: `A comprehensive United States strategy to counter terrorism should include economic policies that encourage development, more open societies, and opportunities for people to improve the lives of their families and enhance prospects for their children.’.
(9) At the summit of the Group of Eight (G-8) nations in July 2005, leaders from all eight participating countries committed to increase aid to Africa from the current $25,000,000,000 annually to $50,000,000,000 by 2010, and to cancel 100 percent of the debt obligations owed to the World Bank, African Development Bank, and International Monetary Fund by 18 of the world’s poorest nations.
(10) At the United Nations World Summit in September 2005, the United States joined more than 180 other governments in reiterating their commitment to achieve the United Nations Millennium Development Goals by 2015.
(11) The United States has recognized the need for increased financial and technical assistance to countries burdened by extreme poverty, as well as the need for strengthened economic and trade opportunities for those countries, through significant initiatives in recent years, including the Millennium Challenge Act of 2003 (22 U.S.C. 7701 et seq.), the United States Leadership Against HIV/AIDS, Tuberculosis, and Malaria Act of 2003 (22 U.S.C. 7601 et seq.), the Heavily Indebted Poor Countries Initiative, and trade preference programs for developing countries, such as the African Growth and Opportunity Act (19 U.S.C. 3701 et seq.).
(12) In January 2006, United States Secretary of State Condoleezza Rice initiated a restructuring of the United States foreign assistance program, including the creation of a Director of Foreign Assistance, who maintains authority over Department of State and United States Agency for International Development (USAID) foreign assistance funding and programs.
(13) In January 2007, the Department of State’s Office of the Director of Foreign Assistance added poverty reduction as an explicit, central component of the overall goal of United States foreign assistance. The official goal of United States foreign assistance is: `To help build and sustain democratic, well-governed states that respond to the needs of their people, reduce widespread poverty and conduct themselves responsibly in the international system.’.
(14) Economic growth and poverty reduction are more successful in countries that invest in the people, rule justly, and promote economic freedom. These principles have become the core of several development programs of the United States Government, such as the Millennium Challenge Account.
SEC. 3. DECLARATION OF POLICY.
It is the policy of the United States to promote the reduction of global poverty, the elimination of extreme global poverty, and the achievement of the Millennium Development Goal of reducing by one-half the proportion of people worldwide, between 1990 and 2015, who live on less than $1 per day.
SEC. 4. REQUIREMENT TO DEVELOP COMPREHENSIVE STRATEGY.
(a) Strategy- The President, acting through the Secretary of State, and in consultation with the heads of other appropriate departments and agencies of the United States Government, international organizations, international financial institutions, the governments of developing and developed countries, United States and international nongovernmental organizations, civil society organizations, and other appropriate entities, shall develop and implement a comprehensive strategy to further the United States foreign policy objective of promoting the reduction of global poverty, the elimination of extreme global poverty, and the achievement of the Millennium Development Goal of reducing by one-half the proportion of people worldwide, between 1990 and 2015, who live on less than $1 per day.
(b) Content- The strategy required by subsection (a) shall include specific and measurable goals, efforts to be undertaken, benchmarks, and timetables to achieve the objectives described in subsection (a).
(c) Components- The strategy required by subsection (a) should include the following components:
(1) Continued investment or involvement in existing United States initiatives related to international poverty reduction, such as the United States Leadership Against HIV/AIDS, Tuberculosis, and Malaria Act of 2003 (22 U.S.C. 7601 et seq.), the Millennium Challenge Act of 2003 (22 U.S.C. 7701 et seq.), and trade preference programs for developing countries, such as the African Growth and Opportunity Act (19 U.S.C. 3701 et seq.).
(2) Improving the effectiveness of development assistance and making available additional overall United States assistance levels as appropriate.
(3) Enhancing and expanding debt relief as appropriate.
(4) Leveraging United States trade policy where possible to enhance economic development prospects for developing countries.
(5) Coordinating efforts and working in cooperation with developed and developing countries, international organizations, and international financial institutions.
(6) Mobilizing and leveraging the participation of businesses, United States and international nongovernmental organizations, civil society, and public-private partnerships.
(7) Coordinating the goal of poverty reduction with other development goals, such as combating the spread of preventable diseases such as HIV/AIDS, tuberculosis, and malaria, increasing access to potable water and basic sanitation, reducing hunger and malnutrition, and improving access to and quality of education at all levels regardless of gender.
(8) Integrating principles of sustainable development and entrepreneurship into policies and programs.
(d) Reports-
(1) INITIAL REPORT-
(A) IN GENERAL- Not later than 1 year after the date of the enactment of this Act, the President, acting through the Secretary of State, shall submit to the appropriate congressional committees a report on the strategy required under subsection (a).
(B) CONTENT- The report required under subparagraph (A) shall include the following elements:
(i) A description of the strategy required under subsection (a).
(ii) An evaluation, to the extent possible, both proportionate and absolute, of the contributions provided by the United States and other national and international actors in achieving the Millennium Development Goal of reducing by one-half the proportion of people worldwide, between 1990 and 2015, who live on less than $1 per day.
(iii) An assessment of the overall progress toward achieving the Millennium Development Goal of reducing by one-half the proportion of people worldwide, between 1990 and 2015, who live on less than $1 per day.
(2) SUBSEQUENT REPORTS- Not later than December 31, 2012, and December 31, 2015, the President shall submit to the appropriate congressional committees reports on the status of the implementation of the strategy, progress made in achieving the global poverty reduction objectives described in subsection (a), and any changes to the strategy since the date of the submission of the last report.
SEC. 5. DEFINITIONS.
In this Act:
(1) APPROPRIATE CONGRESSIONAL COMMITTEES- The term `appropriate congressional committees’ means–
(A) the Committee on Foreign Relations and the Committee on Appropriations of the Senate; and
(B) the Committee on Foreign Affairs and the Committee on Appropriations of the House of Representatives.
(2) EXTREME GLOBAL POVERTY- The term `extreme global poverty’ refers to the conditions in which individuals live on less than $1 per day, adjusted for purchasing power parity in 1993 United States dollars, according to World Bank statistics.
(3) GLOBAL POVERTY- The term `global poverty’ refers to the conditions in which individuals live on less than $2 per day, adjusted for purchasing power parity in 1993 United States dollars, according to World Bank statistics.
(4) MILLENNIUM DEVELOPMENT GOALS- The term `Millennium Development Goals’ means the goals set out in the United Nations Millennium Declaration, General Assembly Resolution 55/2 (2000).
The Definition 4 is the Key to understanding this bill. Senator Joe Biden, chairman of the Senate Foreign Relations Committee, has not endorsed either Senator Barack Obama or Hillary Clinton in the presidential race. But on Thursday, February 14, he is trying to rush Obama’s “Global Poverty Act” (S.2433) through his committee. The legislation would commit the U.S. to spending 0.7 percent of gross national product on foreign aid, which amounts to a phenomenal 13-year total of $845 billion over and above what the U.S. already spends.
The bill, which is item number four on the committee’s business meeting agenda, passed the House by a voice vote last year because most members didn’t realize what was in it. Congressional sponsors have been careful not to calculate the amount of foreign aid spending that it would require. According to the website of the Senate Foreign Relations Committee, no hearings have been held on the Obama bill in that body.
A release from the Obama Senate office about the bill declares, “In 2000, the U.S. joined more than 180 countries at the United Nations Millennium Summit and vowed to reduce global poverty by 2015. We are halfway towards this deadline, and it is time the United States makes it a priority of our foreign policy to meet this goal and help those who are struggling day to day.”
The legislation itself requires the President “to develop and implement a comprehensive strategy to further the United States foreign policy objective of promoting the reduction of global poverty, the elimination of extreme global poverty, and the achievement of the Millennium Development Goal of reducing by one-half the proportion of people worldwide, between 1990 and 2015, who live on less than $1 per day.”
The bill defines the term “Millennium Development Goals” as the goals set out in the United Nations Millennium Declaration, General Assembly Resolution 55/2 (2000).
The U.N. says that “The commitment to provide 0.7% of gross national product (GNP) as official development assistance was first made 35 years ago in a General Assembly resolution, but it has been reaffirmed repeatedly over the years, including at the 2002 global Financing for Development conference in Monterrey, Mexico. However, in 2004, total aid from the industrialized countries totaled just $78.6 billion—or about 0.25% of their collective GNP.”
In addition to seeking to eradicate poverty, that declaration commits nations to banning “small arms and light weapons” and ratifying a series of treaties, including the International Criminal Court Treaty, the Kyoto Protocol (global warming treaty), the Convention on Biological Diversity, the Convention on the Elimination of All Forms of Discrimination Against Women, and the Convention on the Rights of the Child.
The Millennium Declaration also affirms the U.N. as “the indispensable common house of the entire human family, through which we will seek to realize our universal aspirations for peace, cooperation and development.”

Adopts the following Declaration:
United Nations Millennium Declaration
I. Values and principles
1. We, heads of State and Government, have gathered at United Nations
Headquarters in New York from 6 to 8 September 2000, at the dawn of a new
millennium, to reaffirm our faith in the Organization and its Charter as
indispensable foundations of a more peaceful, prosperous and just world.
2. We recognize that, in addition to our separate responsibilities to our individual
societies, we have a collective responsibility to uphold the principles of human
dignity, equality and equity at the global level. As leaders we have a duty
therefore to all the world’s people, especially the most vulnerable and, in
particular, the children of the world, to whom the future belongs.
3. We reaffirm our commitment to the purposes and principles of the Charter of
the United Nations, which have proved timeless and universal. Indeed, their
relevance and capacity to inspire have increased, as nations and peoples have
become increasingly interconnected and interdependent.
4. We are determined to establish a just and lasting peace all over the world in
accordance with the purposes and principles of the Charter. We rededicate
ourselves to support all efforts to uphold the sovereign equality of all States,
respect for their territorial integrity and political independence, resolution of
disputes by peaceful means and in conformity with the principles of justice and
international law, the right to self-determination of peoples which remain
under colonial domination and foreign occupation, non-interference in the
internal affairs of States, respect for human rights and fundamental freedoms,
respect for the equal rights of all without distinction as to race, ***, language
or religion and international cooperation in solving international problems of
an economic, social, cultural or humanitarian character.

5. We believe that the central challenge we face today is to ensure that
globalization becomes a positive force for all the world’s people. For while
globalization offers great opportunities, at present its benefits are very
unevenly shared, while its costs are unevenly distributed. We recognize that
developing countries and countries with economies in transition face special
difficulties in responding to this central challenge. Thus, only through broad
and sustained efforts to create a shared future, based upon our common
humanity in all its diversity, can globalization be made fully inclusive and
equitable. These efforts must include policies and measures, at the global level,
which correspond to the needs of developing countries and economies in
transition and are formulated and implemented with their effective
participation.
6. We consider certain fundamental values to be essential to international
relations in the twenty-first century. These include:
• Freedom. Men and women have the right to live their lives and raise their
children in dignity, free from hunger and from the fear of violence, oppression
or injustice. Democratic and participatory governance based on the will of the
people best assures these rights.
•. Equality. No individual and no nation must be denied the opportunity to
benefit from development. The equal rights and opportunities of women and
men must be assured.
• Solidarity. Global challenges must be managed in a way that distributes the
costs and burdens fairly in accordance with basic principles of equity and
social justice. Those who suffer or who benefit least deserve help from those
who benefit most.
• Tolerance. Human beings must respect one other, in all their diversity of
belief, culture and language. Differences within and between societies should
be neither feared nor repressed, but cherished as a precious asset of humanity.
A culture of peace and dialogue among all civilizations should be actively
promoted.
• Respect for nature. Prudence must be shown in the management of all living
species and natural resources, in accordance with the precepts of sustainable
development. Only in this way can the immeasurable riches provided to us by
nature be preserved and passed on to our descendants. The current
unsustainable patterns of production and consumption must be changed in the
interest of our future welfare and that of our descendants.
• Shared responsibility. Responsibility for managing worldwide economic and
social development, as well as threats to international peace and security, must
be shared among the nations of the world and should be exercised
multilaterally. As the most universal and most representative organization in
the world, the United Nations must play the central role.
7. In order to translate these shared values into actions, we have identified key
objectives to which we assign special significance.
II. Peace, security and disarmament
8. We will spare no effort to free our peoples from the scourge of war, whether
within or between States, which has claimed more than 5 million lives in the

past decade. We will also seek to eliminate the dangers posed by weapons of
mass destruction. (please Note the def of weapon of mass destruction)
9. We resolve therefore:
• To strengthen respect for the rule of law in international as in national affairs
and, in particular, to ensure compliance by Member States with the decisions
of the International Court of Justice, in compliance with the Charter of the
United Nations, in cases to which they are parties.
• To make the United Nations more effective in maintaining peace and security
by giving it the resources and tools it needs for conflict prevention, peaceful
resolution of disputes, peacekeeping, post-conflict peace-building and
reconstruction. In this context, we take note of the report of the Panel on
United Nations Peace Operations1 and request the General Assembly to
consider its recommendations expeditiously.
• To strengthen cooperation between the United Nations and regional
organizations, in accordance with the provisions of Chapter VIII of the
Charter.
• To ensure the implementation, by States Parties, of treaties in areas such as
arms control and disarmament and of international humanitarian law and
human rights law, and call upon all States to consider signing and ratifying the
Rome Statute of the International Criminal Court.2
• To take concerted action against international terrorism, and to accede as soon
as possible to all the relevant international conventions.
• To redouble our efforts to implement our commitment to counter the world
drug problem.
• To intensify our efforts to fight transnational crime in all its dimensions,
including trafficking as well as smuggling in human beings and money
laundering.
• To minimize the adverse effects of United Nations economic sanctions on
innocent populations, to subject such sanctions regimes to regular reviews and
to eliminate the adverse effects of sanctions on third parties.
• To strive for the elimination of weapons of mass destruction, particularly
nuclear weapons, and to keep all options open for achieving this aim, including
the possibility of convening an international conference to identify ways of
eliminating nuclear dangers.
• To take concerted action to end illicit traffic in small arms and light weapons,
especially by making arms transfers more transparent and supporting regional
disarmament measures, taking account of all the recommendations of the
forthcoming United Nations Conference on Illicit Trade in Small Arms and
Light Weapons.
• To call on all States to consider acceding to the Convention on the Prohibition
of the Use, Stockpiling, Production and Transfer of Anti-personnel Mines and

on Their Destruction,3 as well as the amended mines protocol to the
Convention on conventional weapons.4
10. We urge Member States to observe the Olympic Truce, individually and
collectively, now and in the future, and to support the International Olympic
Committee in its efforts to promote peace and human understanding through
sport and the Olympic Ideal.
III. Development and poverty eradication
11. We will spare no effort to free our fellow men, women and children from the
abject and dehumanizing conditions of extreme poverty, to which more than a
billion of them are currently subjected. We are committed to making the right
to development a reality for everyone and to freeing the entire human race
from want.
12. We resolve therefore to create an environment – at the national and global
levels alike – which is conducive to development and to the elimination of
poverty.
13. Success in meeting these objectives depends, inter alia, on good governance
within each country. It also depends on good governance at the international
level and on transparency in the financial, monetary and trading systems. We
are committed to an open, equitable, rule-based, predictable and nondiscriminatory
multilateral trading and financial system.
14. We are concerned about the obstacles developing countries face in mobilizing
the resources needed to finance their sustained development. We will therefore
make every effort to ensure the success of the High-level International and
Intergovernmental Event on Financing for Development, to be held in 2001.
15. We also undertake to address the special needs of the least developed
countries. In this context, we welcome the Third United Nations Conference
on the Least Developed Countries to be held in May 2001 and will endeavour
to ensure its success. We call on the industrialized countries:
• To adopt, preferably by the time of that Conference, a policy of duty- and
quota-free access for essentially all exports from the least developed countries;
• To implement the enhanced programme of debt relief for the heavily indebted
poor countries without further delay and to agree to cancel all official bilateral
debts of those countries in return for their making demonstrable commitments
to poverty reduction; and
• To grant more generous development assistance, especially to countries that
are genuinely making an effort to apply their resources to poverty reduction.
16. We are also determined to deal comprehensively and effectively with the debt
problems of low- and middle-income developing countries, through various
national and international measures designed to make their debt sustainable in
the long term.

17. We also resolve to address the special needs of small island developing States,
by implementing the Barbados Programme of Action5 and the outcome of the
twenty-second special session of the General Assembly rapidly and in full. We
urge the international community to ensure that, in the development of a
vulnerability index, the special needs of small island developing States are
taken into account.
18. We recognize the special needs and problems of the landlocked developing
countries, and urge both bilateral and multilateral donors to increase financial
and technical assistance to this group of countries to meet their special
development needs and to help them overcome the impediments of geography
by improving their transit transport systems.
19. We resolve further:
• To halve, by the year 2015, the proportion of the world’s people whose income
is less than one dollar a day and the proportion of people who suffer from
hunger and, by the same date, to halve the proportion of people who are unable
to reach or to afford safe drinking water.
• To ensure that, by the same date, children everywhere, boys and girls alike,
will be able to complete a full course of primary schooling and that girls and
boys will have equal access to all levels of education.
• By the same date, to have reduced maternal mortality by three quarters, and
under-five child mortality by two thirds, of their current rates.
• To have, by then, halted, and begun to reverse, the spread of HIV/AIDS, the
scourge of malaria and other major diseases that afflict humanity.
• To provide special assistance to children orphaned by HIV/AIDS.
• By 2020, to have achieved a significant improvement in the lives of at least
100 million slum dwellers as proposed in the “Cities Without Slums” initiative.
20. We also resolve:
• To promote gender equality and the empowerment of women as effective ways
to combat poverty, hunger and disease and to stimulate development that is
truly sustainable.
• To develop and implement strategies that give young people everywhere a real
chance to find decent and productive work.
• To encourage the pharmaceutical industry to make essential drugs more widely
available and affordable by all who need them in developing countries.
• To develop strong partnerships with the private sector and with civil society
organizations in pursuit of development and poverty eradication.

• To ensure that the benefits of new technologies, especially information and
communication technologies, in conformity with recommendations contained
in the ECOSOC 2000 Ministerial Declaration,6 are available to all.
IV. Protecting our common environment
21. We must spare no effort to free all of humanity, and above all our children and
grandchildren, from the threat of living on a planet irredeemably spoilt by
human activities, and whose resources would no longer be sufficient for their
needs.
22. We reaffirm our support for the principles of sustainable development,
including those set out in Agenda 21,7 agreed upon at the United Nations
Conference on Environment and Development.
23. We resolve therefore to adopt in all our environmental actions a new ethic of
conservation and stewardship and, as first steps, we resolve:
• To make every effort to ensure the entry into force of the Kyoto Protocol,
preferably by the tenth anniversary of the United Nations Conference on
Environment and Development in 2002, and to embark on the required
reduction in emissions of greenhouse gases.
• To intensify our collective efforts for the management, conservation and
sustainable development of all types of forests.
• To press for the full implementation of the Convention on Biological
Diversity8 and the Convention to Combat Desertification in those Countries
Experiencing Serious Drought and/or Desertification, particularly in Africa.9
• To stop the unsustainable exploitation of water resources by developing water
management strategies at the regional, national and local levels, which
promote both equitable access and adequate supplies.
• To intensify cooperation to reduce the number and effects of natural and manmade
disasters.
• To ensure free access to information on the human genome sequence.
V. Human rights, democracy and good governance
24. We will spare no effort to promote democracy and strengthen the rule of law,
as well as respect for all internationally recognized human rights and
fundamental freedoms, including the right to development.
25. We resolve therefore:

• To respect fully and uphold the Universal Declaration of Human Rights.10
• To strive for the full protection and promotion in all our countries of civil,
political, economic, social and cultural rights for all.
• To strengthen the capacity of all our countries to implement the principles and
practices of democracy and respect for human rights, including minority rights.
• To combat all forms of violence against women and to implement the
Convention on the Elimination of All Forms of Discrimination against
Women.11
• To take measures to ensure respect for and protection of the human rights of
migrants, migrant workers and their families, to eliminate the increasing acts
of racism and xenophobia in many societies and to promote greater harmony
and tolerance in all societies.
• To work collectively for more inclusive political processes, allowing genuine
participation by all citizens in all our countries.
• To ensure the freedom of the media to perform their essential role and the right
of the public to have access to information.
VI. Protecting the vulnerable
26. We will spare no effort to ensure that children and all civilian populations that
suffer disproportionately the consequences of natural disasters, genocide,
armed conflicts and other humanitarian emergencies are given every assistance
and protection so that they can resume normal life as soon as possible.
We resolve therefore:
• To expand and strengthen the protection of civilians in complex emergencies,
in conformity with international humanitarian law.
• To strengthen international cooperation, including burden sharing in, and the
coordination of humanitarian assistance to, countries hosting refugees and to
help all refugees and displaced persons to return voluntarily to their homes, in
safety and dignity and to be smoothly reintegrated into their societies.
• To encourage the ratification and full implementation of the Convention on the
Rights of the Child12 and its optional protocols on the involvement of children
in armed conflict and on the sale of children, child prostitution and child
pornography.13
VII. Meeting the special needs of Africa
27. We will support the consolidation of democracy in Africa and assist Africans
in their struggle for lasting peace, poverty eradication and sustainable
development, thereby bringing Africa into the mainstream of the world
economy.

28. We resolve therefore:
• To give full support to the political and institutional structures of emerging
democracies in Africa.
• To encourage and sustain regional and subregional mechanisms for preventing
conflict and promoting political stability, and to ensure a reliable flow of
resources for peacekeeping operations on the continent.
• To take special measures to address the challenges of poverty eradication and
sustainable development in Africa, including debt cancellation, improved
market access, enhanced Official Development Assistance and increased flows
of Foreign Direct Investment, as well as transfers of technology.
• To help Africa build up its capacity to tackle the spread of the HIV/AIDS
pandemic and other infectious diseases.
VIII. Strengthening the United Nations
29. We will spare no effort to make the United Nations a more effective instrument
for pursuing all of these priorities: the fight for development for all the peoples
of the world, the fight against poverty, ignorance and disease; the fight against
injustice; the fight against violence, terror and crime; and the fight against the
degradation and destruction of our common home.
30. We resolve therefore:
• To reaffirm the central position of the General Assembly as the chief
deliberative, policy-making and representative organ of the United Nations,
and to enable it to play that role effectively.
• To intensify our efforts to achieve a comprehensive reform of the Security
Council in all its aspects.
• To strengthen further the Economic and Social Council, building on its recent
achievements, to help it fulfil the role ascribed to it in the Charter.
• To strengthen the International Court of Justice, in order to ensure justice and
the rule of law in international affairs.
• To encourage regular consultations and coordination among the principal
organs of the United Nations in pursuit of their functions.
• To ensure that the Organization is provided on a timely and predictable basis
with the resources it needs to carry out its mandates.
• To urge the Secretariat to make the best use of those resources, in accordance
with clear rules and procedures agreed by the General Assembly, in the
interests of all Member States, by adopting the best management practices and
technologies available and by concentrating on those tasks that reflect the
agreed priorities of Member States.
• To promote adherence to the Convention on the Safety of United Nations and
Associated Personnel.14

• To ensure greater policy coherence and better cooperation between the United
Nations, its agencies, the Bretton Woods Institutions and the World Trade
Organization, as well as other multilateral bodies, with a view to achieving a
fully coordinated approach to the problems of peace and development.
• To strengthen further cooperation between the United Nations and national
parliaments through their world organization, the Inter-Parliamentary Union, in
various fields, including peace and security, economic and social development,
international law and human rights and democracy and gender issues.
• To give greater opportunities to the private sector, non-governmental
organizations and civil society, in general, to contribute to the realization of
the Organization’s goals and programmes.
31. We request the General Assembly to review on a regular basis the progress
made in implementing the provisions of this Declaration, and ask the
Secretary-General to issue periodic reports for consideration by the General
Assembly and as a basis for further action.
32. We solemnly reaffirm, on this historic occasion, that the United Nations is the
indispensable common house of the entire human family, through which we
will seek to realize our universal aspirations for peace, cooperation and
development. We therefore pledge our unstinting support for these common
objectives and our determination to achieve them.
